"In
1968, after fighting bureaucracy in all walks of life, I experienced a
sudden conversion during a senior-level staff meeting in the State Department.
It was the discovery that there can be inspiration in dynamic inaction...doing
nothing but doing it with style. It was the revelation that there can be
beauty in a bag of mush, poetry in nondirective
language, and music in fuzzistic
(108K audio) mumbles of marginal thoughts. I began organizing the world's
first Bureaucratic Movement dedicated to the cause of mmablksgintionlumumble.
INATAPROBU now has members in 17 nations.
With the exception of a
brief period in 1996, when I fought a losing battle against Senator Jim Inhofe
in the political realm of aggressive ignorance and fiscal snuggling, I
have served as an international
missionary striving to preserve and strengthen the bureaucratic way
of life."
- Jim Boren

and Emeritus Professor, Northeastern

In 2003 the
International Association of Professional Politicians and Bureaucrats (INATAPROBU)
celebrated 35 years as a professional organization of corporate, academic,
governmental, and clerical bureaucrats. It recognizes individuals or organizations
that have demonstrated bureaucratic excellence in dynamic inaction, orbital
dialoguing, communicative fuzzification, and creative nonresponsiveness.

The Boren Guidelines serve
as the rudder for the bureaucratic ship of state:

When in charge,
ponder.
When in trouble, delegate.
When in doubt, mumble.

INATAPROBU's highest award,
THE ORDER OF THE BIRD, is presented to recognize sustained bureaucratic
excellence. Each award is an original sculpture of a golden, potbellied,
featherless bird...standing from 10 to 24 inches in height and weighing
about ten pounds. The sculpture commands attention, if not respect, in
any office or reception room in which it roosts.
Another award is THE
ORDER OF THE EGG. It is an award for those practitioners of the bureaucratic
arts whose performance excels but who have not yet earned the Order of
the Bird. Each Order of the Egg award consists of a metal bird's leg supporting
a bird's nest in which residuates
an egg. |
The Order of the Bird
award was given to Eliot Abrams who lied to Congress, yet kept his job
and parking space. |
Among the 64 recipients
of the ORDER OF THE BIRD: The Internal Revenue Service, the U.S.
Postmaster General, the Canadian Post, The Hertz Corporation, American
Airlines, The Carter White House Staff, President Ronald Reagan, Virginia
Tech, the Immigration and Naturalization Service, California Department
of Transportation (CALTRANS), the Army Corps of Engineers, Secretary of
Interior Watts, Assistant Secretary of State Eliot Abrams (Dubya Bush White
House staffer who directed the recent, stupid, and failed revolution in
Venezuela. Failed, because the people rose up and forced the military to
put the elected President back into office.), the Environmental
Protection Agency, and the Oklahoma Department of Environmental Quality.
Most
nominees for the BIRD are advised of the reason for the nomination and
are notified when 28 of INATAPROBU's 29 Coordinating Committees
(309K audio) have approved the award...with the final committee approval
expected in two weeks. If the bureaucratic practice is halted within that
two week period, the nomination is dropped, and no publicity is given to
the nomination. If, however, the bureaucratic excellence is sustained,
a public announcement of the award is made, and arrangements for the delivery
are undertaken. If the sculpture is not claimed at the ceremony, the sculpture
is presented en absencia, and then escorted around television shows and
banquet tables for at least a full year...or until it is claimed. If not
claimed after a year, it is presented to a museum or other permanent roosting
place.
